I am actually thinking of quitting my job but would prefer to be laid off so I can get a package and/or collect unemployment while I look for something else. My company hasn’t told us they are planning a layoff but hasn’t rejected the idea and many are worried that a layoff is coming. What is the risk to me if I do this?

The risk is they may just fire you.
I would look for a job while keeping the one you have. If they lay you off then so much the better but if they don’t I think you will find job hunting is tough out there these days and you may take much longer than normal to find a similar paying job.
Besides you are ALWAYS more attractive to a new company if you have a job than if you do not.
