There is a company near me that I would LOVE to work for. They list open positions on their website, some of them sound similar to my background. I’ve sent a total of 10 resumes, over 4 years to them. I’ve never received a call. How can I find out if a company blew me off, and any resumes I send from now on would be a waste of time?

It sounds like the “open positions” are fakes. Otherwise you would have received a call. Don’t send any more resumes. You have done more than enuf to show that you want to work there.
See if you can meet some workers and ask if they can get you the name of a supervisor so you can skip the resume and tell about yourself.
